
Technical Director of NCSA since July 2009, Mr. Dag Wilhelmsen directs and manages all NCSA technical matters with enterprise-level implications; working closely with the Director NCSA, LtGen Kurt Herrmann. Mr. Wilhelmsen oversees all NCSA projects from a technical perspective ensuring enterprise-level coherence and cost-effectiveness. He defines, implements, and monitors the top-level technical vision and architecture complimenting NCSA’s strategy. Additionally, he is NCSA’s external contact regarding all enterprise-level technical issues.
Mr Wilhelmsen has considerable national and international scientific research and management experience in the areas of command and control (C2) systems, Air C2 System (ACCS), and electronic warfare and defence communications:
- 2004-2009 as General Manager of the NATO C3 Agency (NC3A) responsible for bringing Network Enabled Capabilities into NATO’s C4ISR Research and Acquisitioning Programmes.
- 2002-2004 as Chief Engineer for TAC ONE in Paris, responsible for the technical development and coordination within the TAC ONE consortium; charged with the development of NATO interoperability standards for the next generation of national tactical defence networks.
- 1994-2002 as Chief of the Communication Division of the SHAPE Technical Centre (STC) and after July 1996, NC3A. He was responsible for the management of an international team of experts in telecommunications and for designing and implementing solutions for NATO’s peace support operations.
- 1990-1993 as Chief Scientist at the Norwegian Defence Research Establishment (NDRE) responsible for (C2) systems, ACCS and electronic warfare and defence communications, responsible for overall coordination and technical leadership.
- 1988-1990 as the lead member and sole foreigner on a team responsible for the development of the System Architectural Study and Master Plan for the Turkish Armed Forces Integrated Communications System (TAFICS) for the Turkish General Staff.
- 1985-1988 as Chief of the Public Switching Division of STK (later Alcatel-STK) and responsible for the introduction and implementation of more than one million lines of System 1240 public exchanges in the Norwegian PTT network.
- 1982-1985 as Project Manager responsible for the introduction of the Norwegian Defence Digital Network (NDDN).
- 1981-1982 as a seconded senior Scientist to STC designing components of the NICS.
- 1976-1981 as member of the STK team that developed a nodal switching system to provide digital service integrated networks for Norwegian defence and other military and civilian users.
- 1974-1976 as a research scientist on digital transmission in public data networks at STK’s research department.
Mr. Wilhelmsen was born in Oslo, Norway, in 1949 and graduated from the Norwegian Army Signal Corps Officers’ School in 1969. In 1974, he graduated with a Master of Electronics & Telecommunications degree from the Norges Tekniske Høyskole (Norwegian Institute of Technology).
